Why Pokemon Scarlet and Violet's Indigo Disk May Have Cut Three Iconic Legendaries

Pokemon Scarlet and Violet's Indigo Disk DLC reintroduced tons of Legendary Pokemon that didn't appear in the base games. In a tradition starting with Sword and Shield, with the eradication of the National Pokedex, the second part of each respective game's DLC brings back all box-art Legends, from Lugia and Ho-Oh to Groudon and Kyogre.
